About the Relaunch
On Saturday, August 24, 2024, the City of Minneapolis' Neighborhood and Community Relations (NCR) Department will be hosting a community-wide meeting for community members residing within the city designated boundaries of the Columbia Park Neighborhood in NE Minneapolis.

The purpose of the meeting is for members of the Columbia Park Neighborhood to officially elect a new Board of Directors who will lead a new Columbia Park Neighborhood Association (CPNA) into a fully functioning and operational capacity.

An attendance quorum |at the August 24, 2024, meeting| of at least 25 Columbia Park neighborhood members (see below for 'member/membership' definition) is needed to officially relaunch and reestablish the Columbia Park Neighborhood Association (CPNA).
​
The meeting will be held at the Eastside Food Co-op located at 2551 Central Ave NE, Minneapolis, MN 55418 from 1 PM - 2:30 PM in the Community Room. ​

The Columbia Park Neighborhood Association (CPNA) is recognized by the City of Minneapolis as a neighborhood organization serving a defined area.
The area of the neighborhood, for the purposes of membership and its bylaws, is defined as:
the part of Northeast Minneapolis, which is bounded by 37th Avenue NE [to the North], Central Avenue NE [to the East], 27th Avenue NE [to the South] and University Avenue NE to 4th Street NE, along St. Anthony Parkway and East River Road [to the West].

Membership & Voting
Who can vote for CPNA Board of Directors?
For the purposes of reestablishing the neighborhood association, the Columbia Park Neighborhood Association (CPNA) has one classification of voting members.
The classification, eligibility, rights, and obligations of any members will be determined by the new Board of Directors through amendment of the proposed Bylaws at their first regularly scheduled meeting.
Eligibility for Membership
Eligibility for membership is defined below as any individual who is at least 18 years old and is:

A resident in the neighborhood**; or,
-
An owner or business lessee of real estate property in the neighborhood**; or,
-
The designated representative of a nonprofit, educational organization in the neighborhood**.
** neighborhood as defined in the above description.

Resident members may use any document of any kind showing the members full name and an address inside the neighborhood; or another member may vouch for one new resident member's eligibility.
Business / property owner or lessee members may use documentation showing real estate ownership and the name of the entity paying property tax at that address, or a copy of the business lease at that address.
Organizational representative members may document their representative status with an official letter from the organization designating the representative by name.

Other Considerations
​
To protect the integrity and spirt of the definition of membership and boundaries of the neighborhood, membership in CPNA may not be assigned or transferred in any way.
​
A. Election of Board Officers
Board Officers must first also be on the Board of Directors. Officers are effectively board members with extra duties. Board Officers are volunteers and are not paid for their board service. They are elected annually from the pool of seated Directors. ​
​
Officers shall be elected by the Board at its first meeting after the Annual Meeting. Eligible candidates may be self-nominated or nominated by any Director (with their permission). The candidate for each office who receives the greatest number of votes shall hold the office.

B. Board Officers & Duties
The officers of the board consist of a President, Vice President, Secretary and Treasurer. Officers are Board members with voting rights and will vote at meetings. Their duties are as follows:

President. The President serves as the Chief Executive Officer of CPNA and represents the position of the Board and the interests of the CPNA and serves as spokesperson and public contact for CPNA. The President convenes regularly scheduled board meetings, presides at meetings, or arranges for other Directors to preside at each meeting in the following order: Vice President, Secretary, or Treasurer.

Vice President. The Vice President may serve in the President’s absence when needed.

Secretary. The Secretary is responsible for assuring: 1) the corporate records of board actions are documented through meeting minutes; 2) that meeting notices and agendas are distributed in a timely manner; 3) that records are published as necessary to the members; 4) maintenance of current and accurate membership lists; 5) public record requests are managed; and generally, that CPNA records are maintained

Treasurer. The Treasurer is responsible for assuring: 1) financial records and accounts are kept in a manner that meets state law, IRS and GAAP standards; 2) that the board is informed at least quarterly on the Corporation's financial position and budget-to-actual status; 3) public facing financial data is provided and tax filings are completed in a timely manner; 4) serves as the Chair of the Finance Committee and as “Key Executive” for CPNA bank accounts; and, 5) in coordination with the Executive Committee develops and presents the annual budget for approval by the Board.
